Find Carroll County Marriage Records

Carroll County marriage records and divorce records are kept through two different local channels in Missouri. A Carroll County marriage records search starts with the recorder function, while a Carroll County divorce records search follows the domestic case path in Circuit Court. The same courthouse office may be involved in both record requests, but the record type decides which system to use. Marriage licenses, certified marriage copies, divorce case lookup, and family-record limits each follow separate rules.

Carroll County Marriage License

Marriage licenses in Carroll County are issued by the Recorder of Deeds. Janet Horine serves as Circuit Clerk and Ex-Officio Recorder of Deeds, so marriage licensing is handled in Suite 3 at the Carroll County Courthouse, 8 S Main, Carrollton, Missouri 64633. The recorder line is 660-542-0615 Ext. 6, and the office email for recorder matters is recorder@carrollcountymo.gov. General office hours are 8:00 AM to 4:00 PM Monday through Friday, but marriage applications have their own narrower counter hours.

Both applicants must appear together in person. Each applicant must be at least 18 years old, show valid government-issued photo identification, and affirm that the information provided is true and that the marriage is lawful under Missouri rules. Applicants who were married before must provide the date the last marriage dissolved. The local recorder rules also state that applicants must not be related through and including first cousins.

Apply for Carroll County Marriage Records

The marriage license process is local and in person. A license may be issued at the time of application, but the couple must stay within Missouri's 30-day ceremony window. If the wedding date is more than 30 days away, the recorder says the couple must wait to pick up the license. The completed license must be given to the person performing the ceremony before the wedding, then returned by the officiant within 15 days after the ceremony.

  1. Call the Recorder of Deeds at 660-542-0615 Ext. 6 if timing, ID, or prior-marriage details are uncertain.
  2. Both applicants go to Suite 3 during the marriage application hours, not just the general office hours.
  3. Bring valid government photo identification and the required marriage license fee.
  4. Provide the date the last marriage dissolved if either applicant was previously married.
  5. Pick up the license within the 30-day ceremony window and give it to the officiant before the ceremony.
  6. Confirm the officiant returns the completed license to the Recorder within 15 days.
  7. Request a certified copy from the Recorder after the license is recorded.

Carroll County Marriage Fees

The local fee schedule is a recorder fee schedule, not a court filing fee schedule. It covers the marriage license, marriage copies, certification, ordinary recorder copies, and related recorder services. The marriage license fee is listed as nonrefundable, and the recorder page says payment may be made by cash, credit or debit card, or money order. Divorce filing costs are not listed in the recorder fee schedule because divorce is a Circuit Court case type, so the Circuit Clerk should be contacted for current court costs.

That distinction matters because a marriage license is a Recorder record, while a divorce judgment is part of a Circuit Court domestic-relations case.

Carroll County Marriage Application Details

The county research did not locate a separate downloadable marriage application form, but the recorder rules identify the details applicants should be ready to provide at the counter. The signature is treated as a sworn affirmation. False or incomplete information can delay the license or create legal problems for the ceremony.

Recorder vs Circuit Clerk

Carroll County can be confusing because Janet Horine holds the Circuit Clerk role and also serves as Ex-Officio Recorder of Deeds. The office suite is the same, but the record systems are not the same. Marriage licenses, recorded marriage copies, land records, tax liens, UCC fixture filings, plats, and military discharges are recorder records. Divorce cases, custody-related case events, protection orders, and other domestic court filings are Circuit Court records.
